    Spokane Police are investigating a fatal vehicle vs. pedestrian crash. Just after 4:00 p.m. on Friday, officers responded to the 2600 block of E 29th Ave. A vehicle heading eastbound struck a pedestrian crossing the road in a crosswalk.

Spokane City Councilman Mike Fagan's proposal uses pretty much the same language as the states which allows an enforcement officer to ask the owner if the service animal is required due to a disability. If the handler refuses to answer questions and the animal appears not to be a service animal, the officer then can remove the owner from the property and fine them up to $500.
